Default storage location keeps going to same place despite changing .ini file

Hello Greenshot support,
I am reaching out to you today because we are trying to configure Greenshot for one of our clients through the Greenshot.ini file. We are trying to install Greenshot on a VMware DaaS image which will be cloned and deployed for individual users in that organization.
The install was successful and it looks like the .ini file is working as they expected. However, they will need the default output/storage location for captures to go the user’s downloads folder.
I have tried to edit the .ini file and when I place it in the installation directory and start the app after editing the output directory will automatically change to the users desktop when trying to save something. I notice looking in the .ini file that the directory has changed to its original location of the desktop too. Using 1.2.10.6 using the installer.
