Add a key for faster region selection with arrows

Description

Currently Greenshot allows the user to precisely select a rectangular region with arrow keys. However, the cursor moves only 1px at a time. It would be convenient to be able to jump 10px or more while holding down some key, probably Ctrl.

I added this, using the Ctrl key, and also the possibility to use the enter key to mark start & end of the region, to 1.2 RC2 which should be available soon.
