Shadow effects not rendering correctly on Windows 10

Description

The top and bottom sides of the drop shadow are not rendering correctly.

The editor window expands correctly to expose the shadow but the top and bottom gets cut off.

Environment

Windows 10 Pro version 1607 OS Build 14393.576
16GB RAM 560Ti NVidia GFX card

About the version, yes you do that... it has a few more fixes for different issues.

There was a mistake in the logic which now enables a broken Microsoft Windows GDI-Blur on Windows 10.

I fixed the check, with 1.2.9BF2 it uses our own software solution, with this the effect should be as it used to.
As soon as a build for testing is available, I will inform you.
