There is actually a problem with most OneNote installations as described here:
And I agree that isn't not optimal, the biggest problem is that I am not a real OneNote user and find it hard to imagine how it should work...

For anyone else with this problem, I made an external command that works for the time being:
Command: C:\Program Files (x86)\Microsoft Office\root\Office16\ONENOTE.EXE
Argument: /insertdoc "{0}"
(ignore the line breaks inside the quotation marks above...)
Although, honestly, the most effective way is often to copy to the clipboard, since this allows you to paste it exactly where you want it.
All other Office plugins are working, but OneNote opens and instantly closes.
I'm using a computer (MS Surface Pro 4) with both the app version and desktop version of OneNote.
