Greenshot needs some place to store its configuration, but can't write where it is supposed to.
Could it be that you somehow hardened your system?
To give you some details, Greenshot wants to write it's data to the "application data" directory.
The directory that serves as a common repository for application-specific data for the current roaming user. A roaming user works on more than one computer on a network. A roaming user's profile is kept on a server on the network and is loaded onto a system when the user logs on.

This should not be write protected!
Maybe you can also tell us what you use to "install" Greenshot, e.g. if you use the .zip there might be a different problem.
Is there a reason you are using 1.1.7, we released 1.1.9 for some time now.
Just asking, so we know if there is anything we can do to "urge" people to update.
Can you give me any additional information, without it I unfortunately can't do much about this issue and will have to close it.
